JPRS Submitted Joint Opinion with Global Technical Community on the Second Revised Draft of the WSIS+20 Outcome Document of the WSIS+20 Review

On 8 December 2025, JPRS, together with members of global technical community (TCCM[*1]), submitted a joint opinion[*2] on the Second Revised Draft of the WSIS+20 Outcome Document published on 3 December.[*3] The opinion was also presented during the Virtual Stakeholder Consultation[*4] convened by the Informal Multistakeholder Sounding Board (IMSB) in support of the Co-Facilitators of the WSIS+20 review process.

The joint opinion welcomes the balanced approach reflected in the draft and recognizes it as an important foundation for a successful conclusion of WSIS+20, while highlighting the following specific points in relation to Revision2:

• Strong support for positioning the Internet Governance Forum (IGF) as a permanent forum, with the establishment of a properly staffed and resourced secretariat within the UN Department of Economic and Social Affairs (UN DESA).
• Welcome and support for the important role of the IGF Multistakeholder Advisory Group (MAG) in providing strategic guidance toward a balanced IGF program.
• Support for a concrete timeline for the UN Secretary-General's proposal on sustainable funding for the IGF. Support for a concrete timeline for the UN Secretary-General's proposal on sustainable funding for the IGF.
