JPRS Submitted Joint Opinion with the Global Technical Community on the First Draft Outcome Document of the WSIS+20 Review

On 14 November 2025, JPRS, together with members of the global technical community (TCCM[*1]), submitted a joint opinion to the United Nations Department of Economic and Social Affairs (UN DESA) as part of the Virtual Stakeholder Consultation on the First Draft Outcome Document (Rev.1) of the WSIS+20 Review[*2]. The input was also presented during the virtual consultation meeting convened by UN DESA.

This submission builds upon the comments that the TCCM previously expressed during the consultation on the WSIS+20 Zero Draft[*3], and responds to the First Draft Outcome Document released on 7 November 2025.

The joint input welcomes the overall constructive and realistic tone of the draft, while highlighting the following key points;

• Commends the inclusion of the reference to the NETmundial+10 Guidelines.
• Calls on the UN Secretary-General to take steps to ensure balanced and sustainable funding for a permanent IGF.
• Enphasizes the need to avoid Internet fragmentation in order to preserve the benefits of a global, open Internet.
