Dear Dr. Murai and Mr. Higashida,
Thank you for your 12 November 2001 report on the conclusion of the "Memorandum for the Transfer of Management and Administration of the .JP Top Level Domain" (Memorandum) between JPNIC and JPRS on 9 November 2001.
On 25 December 2001, I received an inquiry letter from IANA, in which the Japanese government was requested to provide its view as to whether the .jp top level domain should be redelegated and whether JPRS is an appropriate delegee. Taking into consideration the records of JPRS to date and the "Principles for the Delegation and Administration of Country Code Top Level Domains" (GAC Principles), I endorsed JPRS as the appropriate entity for management and administration of the .jp top level domain under the provision that JPRS complies with the Memorandum, by my letter dated 30 January 2002 and addressed to Stuart Lynn, President and Chief Executive Officer of ICANN (See the Endorsement Letter). I hereby notify you on the above mentioned endorsement of JPRS to ICANN and convey my acknowledgement of the Memorandum (See the Memorandum), as the governmental communications.
To this end, bearing in mind Article 6(1) of the Memorandum, I expect that JPRS contribute to the sound development of the Internet community in Japan, as well as the global Internet community through its delegee status.
