JPRS Makes JP Domain Name Management and Administration Compliant with the Personal Information Protection Act from April 1

- Aiming to Balance the Internet's Autonomous Distributed Operation and Protection of Personal Information -

(2 February 2005)

On February 1, JPRS announced that it would reflect the requirements of the Personal Information Protection Act ("Act") in the JP domain name management and administration services from April 1st of 2005.

As a measure to achieve compliance with the Act which will take effect on April 1st, JPRS developed and posted the document with regards to handling of the JP domain name registration information. In addition, it changed procedures for disclosure of information as well as WHOIS as required by the Act, while taking into account of each intended purpose.

For management and administration of JP domain name, JPRS provides WHOIS service and the procedures to disclose information on registrants including their contact address. These measures are crucial for the Internet which has no centralized management structure and is supported through distributed autonomous operation among users themselves.

To conduct such operation, the users need to know each other's contact information, and through this mechanism the Internet has achieved sound development to date. On the other hand, with the recent increasing momentum toward protecting personal information, the Act was enacted.

In the current operation of the Internet, it is becoming increasingly important to strike the proper balance between the distributed autonomous operation and personal information protection, which is now a major issue in international discussions. JPRS has participated in the global discussions and revised its services for the JP domain name management and administration as appropriate. The compliance arrangements with the Act form part of such activities.

JPRS will continue to make every effort to offer more user-friendly and valuable services of management and administration of JP domain name by pursuing best balance between distributed autonomous operation and personal information protection for secure and reliable future Internet.
